• Other screenings and events outside of this EOI will take place at

  • The Victorian Pride Centre
  • Palais Theatre
  • JMC Academy
  • South Melbourne Markets

• The proposed bars will operate in two spaces at the Town Hall

  • Within the auditorium itself and will be open during screenings and the 30mins between.
  • The Carlisle St Arts Space.

• Hours of operation

  Auditorium & secondary bar weeknights: 5.30 to 10.30pm*

  *(not including Thursday 5.30-8pm)

  Auditorium & secondary bar: 12.30 pm to 11.30 pm (including Kings Birthday public holiday).

• What the successful applicants will be provided with

  A full adjacent professional kitchen including:

  • 3x Cool rooms
  • Stoves and ovens
  • Dishwashers
  • Associated storage and facilities
  • Loading bay.

  The City of Port Phillip will provide at no cost to the successful applicant:

  • Security
  • Front of House
  • Venue
  • Access to sponsor alcohol at a significant discount
  • Seating, venue dressing and technical production
  • Kitchen facilities as specified above
  • Waste management facilities
  • Catering and alcohol for opening and closing night
  • Integration of F&B offers through website, social media, and other relevant outlets.

• What the successful applicant will need to provide

  • Appropriate liquor licence
  • Serving staff with appropriate RSAs
  • Appropriate food handling certificates
  • Alcohol refrigeration at point of service (if possible)
  • Mobile bar and associated facility (if possible)
  • Associated serving and collection equipment
  • The purchase on an agreed sale or return basis of beverages
  • Alcohol available to consumers at discounted prices (i.e. lower than commercial bar prices) throughout
  • A light food offering (i.e. pizzas, melts & toasties, candy-bar confectionary or other appropriate offers)
  • The provision of tea and coffee facilities including relevant equipment
  • PoS cash and card handling capability.

• St Kilda Film Festival background

  Since its inception in 1984, the St Kilda Film Festival has grown to become a unique and iconic event that brings together a broad community through the shared experience of cinema. A flagship event for the City of Port Phillip, the Festival is a Melbourne tradition and rite of passage for filmmakers, many of whom are now in possession of Academy Awards – of which the festival is an accredited festival.

  Featuring more than 100 new Australian short films and filmmakers attending from around Australia, the St Kilda Film Festival is a highlight on the national screen culture calendar

  Alongside that and in its heart, it is unique to St Kilda as a place: celebrating not only a heritage of film and culture, but a community as famous for its diversity and eclecticism as for its welcoming nature and acceptance of all.

  The Festival is produced by the City of Port Phillip’s Arts, Festivals & Events team and City Growth & Culture, with council officers responsible for the programming, partnerships and sponsorships, marketing and communications, finance and administration of the Festival.

  To deliver an iconic local event with national significance that showcases the past, present and future of Australian short-form filmmaking, drawing community and visitors together in a welcoming, accessible and unique celebration.

• Festival objectives

  While the Festival delivers on a large range of actions within the Council Plan and other strategic documents, the event itself has strategic objectives as its underlying purpose:

  • An event that celebrates St Kilda; continuing its proud national reputation as a home for cultural activity and events, and a destination for gathering together
  • A Festival that works in partnership with St Kilda businesses, growing visitation, tourism and awareness and creating short and long-term economic benefit
  • A free and accessible event that welcomes a diverse audience, celebrates community and partners with creative industries and practitioners
  • To recognise and pay respect to the contribution of Traditional Owners and First Peoples to St Kilda, to music and to gatherings, committing to First Peoples inclusion in programming and as community and audience members.
